Workshop on Street Vending Act: From Ideas to Action

Street vendors form an integral segment of urban regions in developing nations and support urban economies to a large extent. In India, more than 10 million poor people make their living through street vending. In the absence of an appropriate regulatory framework, the profession has been in constant conflict with authorities. Eviction of street vendors and confiscation of their carts has been a common scene in urban informal markets. Despite a new national policy and legislation in a few states to protect the livelihood of street entrepreneurs, no solution has been worked out on ground. The National Protection of Livelihood and Regulation of Street Vending Act, 2014 has made an attempt to formalise the activity. The Act includes provisions for creation of designated and secured vending zones, number of licenses to be issued, regular surveys of vendors, realisation of vendors’ basic right to earn with dignity in a conducive and harassment free environment and the creation of a redressal mechanism for issues related to vending. Local Municipal Corporations are the authority mandated to implement the legislation.

In this regard Centre for Civil Society and National Association of Street Vendors of India, with support from Friedrich Naumann Foundation (FNF) is organising a workshop for officials of Municipal Corporations on implementing the provisions of the legislation in its most appropriate manner and spirit. The training program aims to facilitate corporation officials to understand the legislation thoroughly and develop an execution plan for their cities.

Objectives of the Workshop

  1. Capacity building of officials involved in implementing the National Street Vendor’s Act 2014
  2. Knowledge dissemination on models of implementation
  3. Chart out road map of implementation.

Workshop Design

The workshop is a one-day training program for officials of Municipal Corporations. The workshop sessions will be based on crucial sections of the Street Vendor Act, models of implementing the provisions and drafting the blueprint for implementation etc.

Target Participants

  1. Officials working on issues pertaining to street vending in relevant ministries/departments in Bihar
  2. Officials working with all Urban Local Bodies in Bihar on street vending issues

The ideal size of group for the workshop would be 50.
